Dow Street is at the bottom of the image. Over time the lagoon gained an unhealthy reputation within the community. For example in 1884, 230 local residents complained to the Harbor Trust about cases of typhoid supposedly emanating from it. The Harbor Trust later responded in 1927 stating “The lagoon has been filled up as far as Bridge Street, and the remainder was like a cesspool, being the receptacle for all the drainage of Emerald Hill and Sandridge.” - The Borough and its People, Margaret and Graham Bride, 2013.
